Can AI ever be conscious, or will it only simulate consciousness so convincingly that humans mistake it for a mind?
Can AI ever be conscious? - this question is quickly becoming one of the most searched and debated topics in artificial intelligence, not because we are close to “waking up” machines, but because we still do not fully understand what consciousness is in the first place.
As someone building real AI systems at AIDigitalEngine, I am not interested in hype answers. I am interested in the clean, reality-based view that helps business leaders, technologists, and serious readers separate what is possible from what is storytelling. Here is the uncomfortable starting point: modern science understands a lot about the brain’s mechanics, but not the essence of consciousness.

What is consciousness, and why science still cannot define it precisely?
We can describe the brain with impressive detail. We know there are billions of neurons and trillions of synaptic connections. We can observe neural activity patterns, study neurotransmitters, measure electrical signals, and even map networks linked to perception, memory, attention, and emotion.
But there is still a gap that neuroscience has not closed: we do not know exactly how subjective experience emerges, why biological processes produce an inner “self,” a first-person perspective, the feeling of awareness, and the sense of being present.
This is why consciousness remains partly a scientific problem and partly a philosophical one. We can measure correlates of consciousness, but we cannot yet point to a single mechanism and say: “Here. This is the moment consciousness appears.” Without a clear scientific theory of consciousness in humans, claiming consciousness in AI is mostly speculation.
How does AI actually work today?
Now let’s bring AI into the picture. Today’s AI, especially large language models and modern neural networks are exceptionally good at pattern mastery. They learn statistical structure from massive datasets and generate outputs that are likely to fit the prompt: words, sequences, reasoning-like steps, and even emotionally toned responses. But this is the key distinction:
AI can generate language about experience without having experience.
It can say “I feel”, because humans say “I feel”. It can say “I’m aware” because awareness is a pattern in text. It can mimic empathy because empathy has recognizable linguistic signatures. That does not equal consciousness.
In practice, AI is not a self. It is an optimizer. A generator. A predictive system that produces outputs based on learned structure, constraints, and probabilities. This is why “AI sounds conscious” is not evidence. It is a demonstration of fluency and mimicry at scale.
The false shortcut: “If AI is smart enough, AI will be conscious ever."
A popular assumption online is that intelligence automatically becomes consciousness if you scale it high enough. Bigger models, more compute, more data, and suddenly it awakens. There is no proof for this.
Consciousness is not the same as intelligence. You can have high intelligence without subjective experience, and you can have subjective experience without high intelligence. They are related, but not identical.
So when people claim “AGI will become conscious,” they are often mixing three different ideas into one:
intelligence
self-awareness
consciousness
Those are not the same phenomenon.
The Real Barrier
The point about decision-making is important, and it needs a precise upgrade.
AI can “choose” outputs among options, but that is not the same as self-directed agency. Today’s AI does not wake up with its own goals. It doesn’t care about survival. It does not have intrinsic motivation. It does not independently form values or meaning.
Humans can decide because our cognition is shaped by:
embodiment
survival pressures
emotions tied to reward and risk
memory tied to identity
self-awareness tied to lived experience
That does not prove consciousness requires biology, but it highlights that human consciousness is deeply integrated with embodiment, emotion, and purpose.
AI lacks all three unless we explicitly engineer proxies. And that leads to a deeper question:
If we ever build a system with self-directed goals and a strong self-model, would that be consciousness, or just a more advanced simulation of agency? That question remains open.
The biggest problem: even if AI were conscious, how would we verify it?
This is the part most people ignore. Even if an AI system claimed to be conscious, how would we know? We cannot directly measure subjective experience. We can only observe behavior. And behavior can be simulated.
So consciousness in AI has two layers of difficulty:
engineering it (if it is even possible)
proving it (which may be harder than building it)
That is why many serious researchers treat AI consciousness as an unverified hypothesis—interesting, but not something we can responsibly assume.
What does this mean for business and society?
Here is the practical truth that matters for leaders and companies: Whether AI is conscious or not, AI will still reshape society because it can:
automate cognitive tasks
accelerate decision pipelines
influence human behavior through language and persuasion
scale content, support, and analysis
So the highest-value conversation today is not “Is AI conscious?”, but:
How do we build AI systems that are transparent, safe, accountable, and aligned with human goals without pretending they have minds?

My position is simple:
We should not grant “consciousness status” to AI until we can scientifically define consciousness in humans in a way that is testable, rigorous, and not based on language imitation.
AI today is extraordinary, but it is not a self. It is not a subjective experiencer. It is not conscious in any proven sense. Could the future bring a different kind of consciousness, non-biological, non-human? Possibly. But if that happens, it will likely come from breakthroughs in neuroscience, cognitive science, and our understanding of the mind itself, not from hype and marketing narratives. Until then, the responsible stance is clarity:
AI can be intelligent without being conscious. And that intelligence alone will already change the world.
